Summary
Eclipse Oxygen 1, release 4.7.1, failed to start with Java 9, followed the suggestion at Comment 75: https://bugs.eclipse.org/bugs/show_bug.cgi?id=493761#c75
After adding --add-modules=ALL-SYSTEM to the last line of my eclipse.ini, it worked.
Background
I am excited to see the new Java 9 release. After removing Java 8 and installing Java 9, I got this error when launching Eclipse Oxygen on my Windows 10 Pro (VM Workstation 11):

Conveniently Eclipse announced support for Java 9: https://waynebeaton.wordpress.com/2017/09/22/java-9-support-for-eclipse-ide-oxygen-edition/
After uninstalling Java 9, re-installing Java 8, launching Eclipse, performing updates and the new install as recommended, and then uninstalling Java 8 and re-installing Java 9, again the same error.
